MRCD alerted the UN about grave violations of human rights and freedom in Rwanda

Avenue Baron Albert D’Huart, 124 1950 KRAAINEM BELGIQUE The 30th of August 2018 H.E Antonio Guterres,

The UN Secretary General NEW YORK/USA

RE: Urgent alert about grave violations of human rights in Rwanda Your Excellency,

I am privileged to address you, on behalf of Rwanda Movement for Democratic Change (MRCD), a coalition of Rwandan civil society and political organizations. MRCD is based in exile because President Kagame closed political space for genuine opposition political parties and civil society. For a long time now, MRCD has pursued peaceful means to resolve Rwanda’s social political deadlock. Unfortunately, President Kagame has ignored all calls for peaceful resolution of the country’s social and political crisis. There is no possibility that President Kagame will relinquish power peacefully, since he amended the Constitution to make himself a life President of Rwanda. President Kagame’s brutality and insane violation of human rights and freedoms is unprecedented. Enforced disappearance, summary executions, forced sterilization and vasectomy throughout the country; assassination and/or imprisonment of real or imaginary opponents; using draconian laws and his personalized courts of law to dump any Rwandan in prison, and curtailing Rwandans’ freedom of religion are but a few examples of the insanity occurring in Rwanda, under President Kagame’s dictatorship.

Your Excellency, President Kagame has the luxury to hire the best Western lobbyists to cover-up his crimes in Rwanda. MRCD resolved to use all possible means to carve out President Kagame’s reign of terror. MRCD cannot wait to restore rule of law, constitutionalism and respect for human rights in Rwanda. Coexistence and reconciliation among Rwandans are core values for our coalition. Your Excellency, a civil war is undesirable but inevitable under the prevailing reign of terror in Rwanda. Reasonable Rwandans have a moral duty to engage Kagame’s reign of terror and restore human dignity in the country. President Kagame has turned Rwanda into an agent of instability in the region. MRCD will strive to make Rwanda a partner for peace in the region.

Your Excellency, we call upon your good office to cause international investigation into President Kagame militia’s on-going massive forced disappearances and summary executions throughout the country and Nyaruguru District in particular. Kagame’s top military commanders are on record, chest-thumping, over their “successful” cleansing’ of the “enemy”. We appreciate that there is information vacuum in Rwanda because Kagame’s junta has tight control over everything, including the media. However, we have confidence that your office has interest in making sure that President Kagame’s junta does not commit international crimes in Rwanda, again, with impunity. The United National Mapping Report in which the UN accuses Kagame of war crimes, crimes against humanity and possibly genocide in DRC should be instructive about how far President Kagame can go to exterminate “unwanted” people for his survival.

I thank you, your Excellency, for your attention and consideration. Yours sincerely,

Paul RUSESABAGINA Président du MRCD
